YUMA, Ariz. (AP) ? Suspected smugglers who tried to use ramps to drive an SUV over a 14-foot-tall border fence had to abandon their plan when the Jeep became stuck on top of the barrier, authorities said Wednesday.

Agents patrolling the U.S.-Mexico border near the Imperial Sand Dunes in California's southeast corner spotted the Jeep Cherokee teetering atop the fence early Tuesday, Border Patrol spokesman Spencer Tippets said. The vehicle was perched about five miles west of the Colorado River and the Arizona state line.

Two smugglers on the Mexican side of the border were trying to free the Jeep when the agents approached, Tippets said. They ran further into Mexico and escaped.

The Jeep was empty, but agents said it was probably filled with contraband like bales of marijuana before it got high-centered atop the fence.

The smugglers had built ramps to drive up and over the fence, something that has been tried at least once before. In April 2011, agents found a truck that had ramps built onto it and had driven up to the border fence. A pickup had driven up and over the fence, but it was spotted and its occupants were captured, Tippets said.

The agency's Yuma sector has seen a 95 percent reduction in human smuggling in recent years, freeing up agents to focus on drug smugglers.

"Because of how successful we are we don't have all the clutter like we had in years past," Tippets said. "Now that all the clutter is gone, we're able to focus on things that are bigger threats."

The terrain in western Arizona and eastern California has little vegetation and is much less rugged than the land in southeastern Arizona, so smugglers have a harder time making it into the U.S. without being spotted.

Absentee voting's rise means more risk of problems

(AP) ? Because of a printing error, somewhere around 27,000 absentee ballots already cast by voters are being painstakingly copied by hand in Palm Beach County to make sure they can be read by a scanning machine. Otherwise, thousands of people could be disenfranchised in the Florida county that was ground zero in the 2000 presidential recount.

Printing errors have caused problems on thousands of absentee ballots around the country, from Cleveland to Daytona Beach, Fla., to Kalamazoo, Mich. While in most cases corrected ballots are simply mailed as replacements, in some places it was too late to catch mistaken ballots before voters returned them.

Not to worry, said Palm Beach County Supervisor of Elections Susan Bucher.

"It's not rocket science. We duplicate ballots all the time," Bucher said. "It's a real simple procedure. But this year it's a presidential year and I do understand the cause for concern."

President Barack Obama and Republican challenger Mitt Romney are scrambling for every single vote in Florida, Ohio and other battleground states, giving heightened scrutiny to any potential problem that could leave even a handful of votes uncounted. In Florida, the 537-vote margin that tipped the scales to George W. Bush in 2000 is seared into memory.

The rise in popularity of mail-in absentee voting around the country also increases the risk of mistakes, lost votes and even fraud, according to election experts and researchers. A recent study by the Caltech-MIT Voting Technology Project of California absentee votes over two decades found that they are twice as prone not to be counted as votes cast on more modern voting machines.

The study estimated that in 2008 as many as 21 percent of absentee ballots requested nationwide never made it back to elections officials to be counted. Although that number may be inflated and could include people who simply decided not to vote absentee after all, study co-author Charles Stewart III of the Massachusetts Institute of Technology said it still raises a red flag.

"We have possibly gotten way ahead of ourselves in encouraging people to vote by mail," said Stewart, a political science professor. "It's pretty clear that the improvement we've gotten by having better voting machines in the precincts may be given back by having more and more people voting at home."

Barely 5 percent of the total vote nationwide 40 years ago, mail-in absentee voting accounted for 16 percent of ballots in the 2008 election and is forecast to easily surpass that level this year. Many states have removed requirements that voters give a reason for voting absentee, such as a foreign business trip or military service. Oregon and Washington now conduct entirely mail-in elections.

Much of the national debate on voter access this year has focused on such issues as whether a picture ID should be required at a polling place or whether ineligible people are improperly registered. But many experts say the chances for problems in the mail-in absentee system are much greater. For example:

?An elections supervisor might not receive or might misplace a request for an absentee ballot.

?Conflicts might arise between the voter's identity and what is on registration records.

?Ballots can get lost in the mail.

?A voter's signature might not match the one that elections officials have on record or the voter might simply forget to sign the ballot, both of which render it invalid.

?Errors in counting the absentee votes could be made at the elections office.

Then there's the issue of fraud. Paul Gronke, a Reed College political science professor and director of the Oregon school's Early Voting Center, called that problem "minuscule as a proportion of total ballots cast and even absentee ballots cast."

"The rejected ballots are overwhelmingly due to voter error ? usually bad signatures or unsigned envelopes," Gronke said in an email.

There have been some scattered instances of absentee fraud this year.

The Houston-based election monitoring organization True the Vote said its research into absentee ballots in New York, Florida, Ohio and Rhode Island uncovered 99 suspected instances of voters casting ballots in two states in the same election. The group says it may have found an additional 800 fraudulent voters.

But when the names of 36 such voters were turned over recently to Florida authorities, ultimately only two appeared to warrant further investigation for fraud, said a spokesman for Secretary of State Ken Detzner.

In Ohio, a grand jury in Franklin County recently indicted three people on charges of voting twice by absentee ballots in past elections. Two were charged for votes cast in the 2010 general election and one for votes in the 2008 primary, prosecutors said.

Another concern is paid ballot brokers who supposedly "assist" the elderly or disabled in filling out absentee ballots. Recently, in the Miami suburb of Hialeah, two brokers have been charged with voter fraud for allegedly filling out ballots for elderly people in assisted living facilities.

Yet when a local canvassing board examined 195 ballots collected by the brokers, only four were rejected for such things as questionable signatures.

Barbara Arnwine, president and executive director of the Lawyers' Committee for Civil Rights Under Law, said the group's election monitoring hotline has received calls from around the country from voters who say people came to their front doors with purported absentee ballots for them to fill out. The visitors would then promise to "file" the ballots on the voter's behalf, she said.

"Of course, that's not correct," Arnwine said. "We have to keep watching."

Stewart, the MIT professor, said the greater risks in absentee ballots are errors and lost ballots rather than fraud. But harried voters don't seem to want to turn back, he said.

"The genie may be out of the bottle," Stewart said. "We've settled for convenience at the cost of accuracy and making sure that every vote counts."

Video game with biofeedback teaches children to curb their anger

ScienceDaily (Oct. 24, 2012) ? Children with serious anger problems can be helped by a simple video game that hones their ability to regulate their emotions, finds a pilot study at Boston Children's Hospital. Results were published online October 24 in the journal Adolescent Psychiatry.

Noticing that children with anger control problems are often uninterested in psychotherapy, but very eager to play video games, Jason Kahn, PhD, and Joseph Gonzalez-Heydrich, MD, at Boston Children's Hospital developed "RAGE Control" to motivate children to practice emotional control skills that they can later use in challenging life situations.

The fast-paced game involves shooting at enemy spaceships while avoiding shooting at friendly ones. As children play, a monitor on one finger tracks their heart rate and displays it on the computer screen. When heart rate goes above a certain level, players lose their ability to shoot at the enemy spaceships. To improve their game, they must learn to keep calm.

"The connections between the brain's executive control centers and emotional centers are weak in people with severe anger problems," explains Gonzalez-Heydrich, chief of Psychopharmacology at Boston Children's and senior investigator on the study. "However, to succeed at RAGE Control, players have to learn to use these centers at the same time to score points."

The study, led by first author Peter Ducharme, MSW, a clinical social worker at Boston Children's, compared two groups of 9- to 17-year-old children admitted to the hospital's Psychiatry Inpatient Service who had high levels of anger. To qualify for the study, the children had to have a normal IQ and not need a medication change during the five-day study period.

One group, with 19 children, received standard treatments for anger including cognitive-behavioral therapy, presentation of relaxation techniques and social skills training for five consecutive business days. The second group, with 18 children, got these same treatments, but spent the last 15 minutes of their psychotherapy session playing RAGE Control.

After five sessions, the video gamers were significantly better at keeping their heart rate down. They showed clinically significant decreases in anger scores on the State Trait Anger Expression Inventory-Child and Adolescent (STAXI-CA), and specifically on:

  • the intensity of anger at a particular time
  • the frequency of angry feelings over time
  • expression of anger towards others or objects.

The gamers also had a decrease in suppressed, internalized anger that reached marginal statistical significance. In contrast, the standard-treatment group showed no significant change from baseline on any of the above measures.

The video gamers gave their therapy experience high marks for helpfulness (5 to 6 on a scale of 7). "Kids reported feeling better control of their emotions when encountering day to day frustrations on the unit," says Ducharme. "While this was a pilot study, and we weren't able to follow the kids after they were discharged, we think the game will help them control their emotions in other environments."

More studies in progress

The investigators are now conducting a randomized, controlled clinical trial of RAGE Control in the outpatient clinic at Boston Children's that adds a cooperative component. The children team up with a parent for 10 game sessions at the clinic; if either the parent's or the child's heart rate goes up, neither of them can shoot, forcing them to help calm each other. The research team plans another clinical trial to test whether letting children take RAGE Control home, to play with parents and siblings, will increase its effect.

In addition, Kahn is spearheading a team effort to develop toys to enhance emotional regulation skills in children too young for RAGE Control. These toys include racing cars that stop if a child gets too excited and, for even younger children, a cooperative game where children try to help each other stack blocks (if heart rate goes up, the table becomes wobbly and the blocks topple).

Stem cell therapies for multiple sclerosis, other myelin disorders expected soon

ScienceDaily (Oct. 25, 2012) ? When the era of regenerative medicine dawned more than three decades ago, the potential to replenish populations of cells destroyed by disease was seen by many as the next medical revolution. However, what followed turned out not to be a sprint to the clinic, but rather a long tedious slog carried out in labs across the globe required to master the complexity of stem cells and then pair their capabilities and attributes with specific diseases.

In a review article appearing October 25 in the journal Science, University of Rochester Medical Center scientists Steve Goldman, M.D., Ph.D., Maiken Nedergaard, Ph.D., and Martha Windrem, Ph.D., contend that researchers are now on the threshold of human application of stem cell therapies for a class of neurological diseases known as myelin disorders -- a long list of diseases that include conditions such as multiple sclerosis, white matter stroke, cerebral palsy, certain dementias, and rare but fatal childhood disorders called pediatric leukodystrophies.

"Stem cell biology has progressed in many ways over the last decade, and many potential opportunities for clinical translation have arisen," said Goldman. "In particular, for diseases of the central nervous system, which have proven difficult to treat because of the brain's great cellular complexity, we postulated that the simplest cell types might provide us the best opportunities for cell therapy."

The common factor in myelin disorders is a cell called the oligodendrocyte. These cells arise, or are created, by another cell found in the central nervous system called the glial progenitor cell. Both oligodendrocytes and their "sister cells" -- called astrocytes -- share this same parent and serve critical support functions in the central nervous systems.

Oligodendrocytes produce myelin, a fatty substance that insulates the fibrous connections between nerve cells that are responsible for transmitting signals throughout the body. When myelin-producing cells are lost or damaged in conditions such as multiple sclerosis and spinal cord injury, signals traveling between nerves are weakened or even lost. Astrocytes also play an essential role in the brain. Long overlooked and underappreciated, it is now understood that astrocytes are critical to the health and signaling function of oligodendrocytes as well as neurons.

Glial progenitor cells and their offspring represent a promising target for stem cell therapies, because -- unlike other cells in the central nervous system -- they are relatively homogeneous and more readily manipulated and transplanted. In the case of oligodendrocytes, multiple animal studies have shown that, once transplanted, these cells will disperse and begin to repair or "remyelinate" damaged areas.

"Glial cell dysfunction accounts for a broad spectrum of diseases, some of which -- like the white matter degeneration of aging -- are far more prevalent than we previously realized," said Goldman. "Yet glial progenitor cells are relatively easy to work with, especially since we don't have to worry about re-establishing precise point to point connections as we must with neurons. This gives us hope that we may begin to treat diseases of glia by direct transplantation of competent progenitor cells."

Scientists have reached this point, according to the authors, because of a number of key advances. Better imaging technologies -- namely advanced MRI scanners -- now provide greater insight and clarity into the specific damage caused in the central nervous system by myelin disorders. These technologies also enable scientists to precisely follow the results of their work.

Even more importantly, researchers have overcome numerous obstacles and made significant strides in their ability to manipulate and handle these cells. Goldman's lab in particular has been a pioneer in understanding the precise chemical signals necessary to coax stem cells into making glial progenitor cells, as well as those needed to "instruct" these cells to make oligodendrocytes or astrocytes. His lab has been able to produce these cells from a number of different sources -- including "reprogramming" skin cells, a technology that has the advantage of genetically matching transplanted cells to the donor. They have also developed techniques to sort these cells based on unique identifying markers, a critical step that ensures the purity of the cells used in transplantation, lowering the risk for tumor formation.

Nedergaard's lab has studied the integration of these cells into existing neural networks, and well as in imaging their structure and function in the adult nervous system. Together, the two labs have developed models of both human neural activity and disease based on animals transplanted with glial progenitor cells, which will enable human neural cells to be evaluated in the context of the live adult brain -- as opposed to a test tube. This work has already opened new avenues in both modeling and potentially treating human glial disease.

All of these advances, contend the authors, have accelerated research to the point where human studies for myelin disorders are close at hand. For instance, diseases such as multiple sclerosis, which benefit from a new generation of stabilizing anti-inflammatory drugs, may be an especially appealing target for progenitor-based cell therapies which could repair the now permanent and untreatable damage to the central nervous system that occurs in the disease. Similarly, the authors point to a number of the childhood diseases of white matter that now appear ripe for cell-based treatment.

"We have developed a tremendous amount of information about these cells and how to produce them," said Goldman. "We understand the different cell populations, their genetic profiles, and how they behave in culture and in a variety of animal models. We also have better understanding of the disease target environments than ever before, and have the radiographic technologies to follow how patients do after transplantation. Moving into clinical trials for myelin disorders is really just a question of resources at this point."

BATON ROUGE -- The Louisiana Board of Regents has given Southern University permission to drop its master of arts in mass communication degree in a budget-cutting move that provoked the ire of faculty when the idea was first floated months ago.

Karen Denby, regents associate commissioner for academic affairs, says Southern's mass communication master's degree was recently denied reaccreditation by a national organization earlier this year, while the bachelor's program was conditionally approved.

The Advocate reports Southern System President Ronald Mason acknowledged that cutting a program is rarely a good thing, but called it a necessary evil in a time of financial uncertainty.

Declining enrollment coupled with fewer state dollars and rising benefit costs preceded Southern's 2011 declaration of financial emergency, called exigency.

By declaring exigency, Southern's Baton Rouge campus had greater leeway to downsize staff and consolidate programs.

Mason said Southern is currently going through the first phase of an extensive program review which may lead to other cuts as deemed necessary.

"Mass communication at the undergraduate level is more marketable," Mason said. "We had low enrollment at the master's level, and at a time of tight budgets, we had to make a call."

Wednesday's decision by the regents came with significantly less outcry than when it was proposed at a Southern Board of Supervisors meeting this past summer.

Southern also got the go-ahead to end its doctor of philosophy in physical education program.

The regents also reinstated its endowed professorship support fund program, which guarantees a financial match to campuses looking to attract "rock star" professors.

Campuses typically receive a $40,000 match from the state for every $60,000 given in private donations.

Clinton: Facebook post about Benghazi attack not hard 'evidence'

WASHINGTON (Reuters) - U.S. Secretary of State Hillary Clinton said on Wednesday a Facebook post in which an Islamic militant group claimed credit for a recent attack on the U.S. mission in Benghazi, Libya did not constitute hard evidence of who was responsible.

"Posting something on Facebook is not in and of itself evidence. I think it just underscores how fluid the reporting was at the time and continued for some time to be," Clinton said during an appearance with the Brazilian foreign minister at the State Department.

Reuters reported on Tuesday that an official email showed officials at the White House and State Department were advised two hours after attackers assaulted the U.S. diplomatic mission on September 11 that an Islamic militant group had claimed credit.

The email, obtained by Reuters from government sources not connected with U.S. spy agencies or the State Department and who requested anonymity, specifically mentioned that the Libyan group called Ansar al-Sharia had asserted responsibility for the attacks.

That and two other emails also made available showed how U.S. diplomats described the attack, even as it was still under way, to Washington.

Clinton, responding to a reporter's question about the emails, noted that a State Department investigation was under way.

"The independent accountability review board is already hard at work looking at everything, not cherry picking one story here or one document there, but looking at everything - which I highly recommend as the appropriate approach for something as complex as an attack like this," she said.

"We will find out what happened. We will take whatever measures are necessary to fix anything that needs to be fixed and we will bring those to justice who committed these murders."

White House spokesman Jay Carney, asked about the emails, noted that Ansar al-Sharia had later denied responsibility for the attack.

"This was an open-source, unclassified email about a posting on a Facebook site. I would also note I think that within a few hours, that organization itself claimed that it had not been responsible. Neither should be taken as fact -- that's why there's an investigation under way," he told reporters traveling with President Barack Obama aboard Air Force One to Iowa.

U.S. Ambassador Christopher Stevens and three other Americans were killed in the Benghazi assault, which Obama and other U.S. officials ultimately acknowledged was a "terrorist" attack carried out by militants with suspected links to al Qaeda affiliates or sympathizers.

Administration spokesmen, including Carney, citing an unclassified assessment prepared by the CIA, maintained for days that the attacks likely were a spontaneous protest against an anti-Muslim film.

While officials did mention the possible involvement of "extremists," they did not lay blame on any specific militant groups or possible links to al Qaeda or its affiliates until intelligence officials publicly alleged that on September 28.

There were indications that extremists with possible al Qaeda connections were involved, but also evidence that the attacks could have erupted spontaneously, they said, adding that government experts were cautious about pointing fingers prematurely.

U.S. intelligence officials have emphasized since shortly after the attack that early intelligence reporting about the attack was mixed.

MISSIVES FROM LIBYA

The records obtained by Reuters consist of three emails dispatched by the State Department's Operations Center to multiple government offices, including addresses at the White House, Pentagon, intelligence community and FBI, on the afternoon of September 11.

The first email, timed at 4:05 p.m. Washington time - or 10:05 p.m. Benghazi time, 20-30 minutes after the attack on the U.S. diplomatic mission allegedly began - carried the subject line "U.S. Diplomatic Mission in Benghazi Under Attack" and the notation "SBU", meaning "Sensitive But Unclassified."

The text said the State Department's regional security office had reported that the diplomatic mission in Benghazi was under attack. "Embassy in Tripoli reports approximately 20 armed people fired shots; explosions have been heard as well," it said.

The message continued: "Ambassador Stevens, who is currently in Benghazi, and four ... personnel are in the compound safe haven. The 17th of February militia is providing security support."

A second email, headed "Update 1: U.S. Diplomatic Mission in Benghazi" and timed 4:54 p.m. Washington time, said that the Embassy in Tripoli had reported that "the firing at the U.S. Diplomatic Mission in Benghazi had stopped and the compound had been cleared." It said a "response team" was at the site attempting to locate missing personnel.

A third email, also marked SBU and sent at 6:07 p.m. Washington time, carried the subject line: "Update 2: Ansar al-Sharia Claims Responsibility for Benghazi Attack."

The message reported: "Embassy Tripoli reports the group claimed responsibility on Facebook and Twitter and has called for an attack on Embassy Tripoli."

While some information identifying recipients of this message was redacted from copies of the messages obtained by Reuters, a government source said that one of the addresses to which the message was sent was the White House Situation Room, the president's secure command post.

Other addressees included intelligence and military units as well as one used by the FBI command center, the source said.

It was not known what other messages were received by agencies in Washington from Libya that day about who might have been behind the attacks.

Intelligence experts caution that initial reports from the scene of any attack or disaster are often inaccurate.

By the morning of September 12, the day after the Benghazi attack, Reuters reported that there were indications that members of both Ansar al-Sharia, a militia based in the Benghazi area, and al Qaeda in the Islamic Maghreb, the North African affiliate of al Qaeda's faltering central command, may have been involved in organizing the attacks.

One U.S. intelligence official said that during the first classified briefing about Benghazi given to members of Congress, officials "carefully laid out the full range of sparsely available information, relying on the best analysis available at the time."

The official added, however, that the initial analysis of the attack that was presented to legislators was mixed.

"Briefers said extremists were involved in attacks that appeared spontaneous, there may have been a variety of motivating factors, and possible links to groups such as (al Qaeda in the Islamic Maghreb and Ansar al-Sharia) were being looked at closely," the official said.

Zuckerberg: 'Mobile is the most misunderstood aspect of Facebook'

Facebook CEO Mark Zuckerberg continued to press his mobile agenda during the social network's second conference call with analysts and investors on Tuesday.

Zuckerberg revealed his mobile interests rather earnestly during TechCrunch Disrupt in San Francisco last month, lambasting HTML5 in favor of native apps for smartphones and tablets.

At the time, Zuckerberg remarked that more users on mobile means that Facebook can make a lot more money through mobile over desktop.

The mobile rhetoric also had the benefit of deflecting some of the strong criticisms from analysts following the social network's poor public debut on the Nasdaq this summer.

Nevertheless, Zuckerberg reiterated the role that mobile could play for the company's overall revenue, asserting that "mobile is the most misunderstood aspect of Facebook."

Zuckerberg continued:

Most people underestimate how fundamentally good the trend towards mobile can be for Facebook. This is because there are three trends that are kind of compounded together.

First, mobile would give us the opportunity to reach way more people than desktop. Second, people on mobile use Facebook more often. And third, long-term I think we're going to monetize better per amount of time spent on mobile than desktop.

All of these combined together make mobile in much larger opportunity for us then I think most people realize.

To back this up, Facebook executives added the following numbers throughout the call:

  • There are more than 1 billion people worldwide on Facebook, including 600 million on mobile.
  • Zuckerberg said that Facebook is "the most widely downloaded app on basically every smartphone platform,? so we are well-positioned to reach the growing smartphone population."
  • Someone who uses mobile has a 70 percent likelihood of using Facebook on a given day compared to a 40 percent rate on a desktop.
  • Q3 news feed ad revenue averaged more than $4 million a day, with about three-quarters of that coming from the mobile feed.

Zuckerberg posited that one of the keys to understanding how to make sense of mobile going forward -- especially from an advertising standpoint -- is to compare mobile more to TV. He described that means high-quality ads that are baked into the mobile experience.
