LONDON (Reuters) - The unemployment rate held at a 13-year high of 8.4 percent in the three months to January, and the youth unemployment rate rose to a record high, official data showed on Wednesday.
The figures will increase the pressure on Chancellor George Osborne to take measures to boost growth and jobs when he presents his 2012/13 budget next week, at a time when t he economy is struggling to show sustainable recovery.
The Office for National Statistics said that the number of people claiming jobless benefit rose by 7,200 - slightly more than economists had forecast - to a 1.612 million in February,
the highest since November 2009.
Unemployment on the broader ILO measure slipped to 2.666 million for the November-January period from 2.671 million in the the three months to December, but the overall rate held at 8.4 percent, the highest since late 1995.
Osborne is all but certain next week to stick to his five-year austerity programme which aims to largely eliminate Britain's budget deficit.
A major plank of this involves reducing the level of public sector employment, and hoping that the private sector will take up the slack.
Separate ONS figures released on Wednesday showed that this was being partially successful. Public sector employment in the fourth quarter fell by 37,000 to 5.942 million, it s lowest since June 2003. Total public sector employment is 270,000 lower than a year earlier, compared to a 226,000 increase in private sector jobs over the fourth quarter of last year.
The politically sensitive number of young people without a job rose to 1.042 million in the three months to January, taking the unemployment rate for 16- to 24-year-olds to 22. 5 percent, the highest since record began in 1992.
The government has been relying on private firms to create enough employment to make up for the estimated 700,000 jobs it is cutting in the public sector as part of its austerity programme, aimed at erasing the country's huge budget deficit over the next five years.
There has been mixed news on jobs from British companies in recent days. Lloyds and Royal Bank of Scotland announced 1,900 job cuts between them on Tuesday, while last week supermarket chain Tesco said it would hire 20,000 staff.

Abstract
Background
Human noroviruses (HuNoVs) are one of the leading causes of diarrhoeal diseases worldwide in all age groups. Virus transmission can occur via the faecal-oral route from person to person or via contaminated food, water, or surfaces. The most common NoV strains circulating among humans belong to genogroup GII. Thus far, to our knowledge, no HuNoVs have been detected in pets.
Objectives
We investigated whether pet dogs could serve as carriers for HuNoVs and thereby transmit the infection to humans.
Study design
Ninety-two faecal samples of indoor pet dogs were obtained. The main criteria for sample collection were that the dog or humans in the household had suffered from diarrhoea or vomiting. All samples were screened for HuNoV genogroups GI, GII, and GIV by real-time one-step RT-PCR.
Results
We detected HuNoV in four faecal samples from pet dogs that had been in direct contact with symptomatic persons. Three of the positive samples contained genotype GII.4 variant 2006b or 2008 and one GII.12. All NoV-positive dogs lived in households with small children and two dogs showed mild symptoms.
Conclusions
Our results suggest that HuNoVs can survive in the canine gastrointestinal tract. Whether these viruses can replicate in dogs remains unresolved, but an association of pet dogs playing a role in transmission of NoVs that infect humans is obvious.

LONDON (Reuters) - Greece's tortuous debt restructuring and threat of retroactive laws to compel reluctant creditors heaps regulatory risk onto investors but may make voluntary sovereign debt revamps more attractive and likely for other cash-strapped euro sovereigns and their creditors.
Thursday could mark a climax of the Greek debt workout with private creditors due to respond to an offer that would see them effectively write off more than 70 percent of the face value of their bonds in return for new debt with a series of sweeteners.
With Greek government bonds currently trading at less than 20 cents in the euro and the risk of a total wipeout if Greece decided to unilaterally refuse all payments, a majority will likely go for it. Legally-binding majorities are another matter.
Athens said this week it aims for 90 percent acceptance but if the takeup is at least 75 percent then it would consider triggering so-called "collective action clauses" retroactively inserted into the bonds issued under Greek law -- about 85 percent of the 200 billion euros being restructured.
Those clauses in practice force all affected creditors to comply.
But it's this distinction between debt issued under domestic laws and that sold under internationally-accepted English law that some say has consequences for other troubled euro nations eyeing Greece's so-called Private Sector Involvement, or PSI.
A GIFT FROM GREECE
In essence, English-law Greek bonds, as is the case for many emerging market sovereigns, trade as if they were senior to local-law debt -- at almost twice the price in fact right now. That's because the terms of foreign-law bonds cannot be altered by an Athens parliament, and agreement for debt swaps is needed bond-by-bond, unlike local laws that aggregate majorities across all debtors and make blocking minorities more difficult to muster.
A paper released this week by Jeromin Zettelmeyer, deputy chief economist at the European Bank for Reconstruction and Development, and Duke University Professor Mitu Gulati reckons this legal gulf could well encourage other debt-hobbled euro zone countries and their creditors into mutually acceptable and beneficial debt restructurings.
This would involve an agreed switch in the legal status of the debt in return for relatively modest haircuts.
"Holders of local-law governed bonds in other euro zone countries that are perceived to be at risk might want to make a trade for English-law governed bonds," the economists wrote. "Depending on how much these bondholders would be willing to pay to make this trade, it could serve the interest of the country as well to make it."
The sovereign gets a chance to reduce a crippling debt burden while bondholders get greater contractual protection in any future restructuring.
Given that the Greek precedent of retroactive legislation vastly increases the allure of foreign-law bonds, which credit rating firm Moody's says now make up less than 10 percent of all euro zone government bonds, a window of opportunity may open up.
"Effectively, this is a large gift from the Greeks to the parts of the euro zone that face debt crises. By conducting its debt exchange in the way it did, Greece has in effect resurrected the plausibility of purely voluntary debt-reduction operations in Europe."
Although Berlin, Paris and Brussels insist the Greek case is a one-off and European Central Bank liquidity has insulated the wider banking system, Portugal's 10-year bonds still trade as low as 50 cents in the euro and many creditors reckon it will be very difficult for the country to avoid some restructuring.
Even the 10-year debt of fellow bailout recipient Ireland, which many investors reckon has the underlying economic capacity to go back to the markets next year, is still trading at less than 90 cents in the euro and many doubt its imminent market return.
"We still expect a sizeable growth undershoot and deficit overshoot and expect that Ireland will need a second financing package (which may include PSI) beyond 2013," economists at Citi said on Monday.
What's more, if Europe's new fiscal pact is rejected by voters in a planned referendum there in the coming months, Ireland would lose access to the financial backstop of the European Stability Mechanism and likely unnerve many investors.
Yet voluntary debt swaps with some debt relief stemming from more modest haircuts than Greece may well be the best way to ensure these two countries avoid outright default and return to private financing in a reasonable amount of time.
And if such exchanges were wholly voluntary, it would also mean credit default swap insurance would not pay out -- a stated aim for many euro policymakers concerned about the speculative nature of a market where it's possible to buy insurance on something you don't own.
One danger is that the prospect of countries opting for such a swap may scare creditors in larger countries like Italy and Spain where currently no bond haircut is expected by the market, thanks in large part to the ECB's liquidity injections.
And the upshot for many economists is that there will be a longer-term price to pay for governments for tinkering with the rules of the game, as many investors view it, via the likes of retroactive bond legislation and obfuscation of CDS markets.
"Investors will expect a premium for bearing this regulatory risk," Morgan Stanley's Manoj Pradhan told clients in a note, adding that only central bank liquidity floods were now obscuring the resultant higher financing costs and there would be a dangerous blurring of lines between macro and market risks.
But given that indiscriminate cheap lending was seen as at least partly responsible for the credit binge and bust of the past five years, maybe higher risk premia are not all bad.

PALM BEACH GARDENS, Florida (AP) ? Rory McIlroy made two big par saves on a windy back nine and finished with a birdie from the bunker for a 4-under 66 and a two-shot lead over Harris English and Tom Gillis in the Honda Classic on Saturday.
The 22-year-old from Northern Ireland is one round away from becoming the second-youngest player behind Tiger Woods to reach No. 1 in the world. He would have to win the tournament on Sunday to replace Luke Donald atop the rankings.
"I definitely feel like I need to put it out of my mind tomorrow," McIlroy said. "I need to focus on just trying to win this golf tournament. It might be a little difficult."
McIlroy was in a similar spot last week when he reached the final of the Match Play Championship, knowing a win would make him No. 1. He lost to Hunter Mahan, 2 and 1.
This time, there is more than one player to contend with in the final round. Seven players were within five shots of the lead, a group that includes PGA champion Keegan Bradley and Masters champion Charl Schwartzel.
The difference from last week?
"I wasn't standing up 2 up on the first tee in the final," McIlroy said, smiling.
The group does not include Woods. He finally made a few putts, but not nearly enough to keep pace with everyone else. Woods went the last 11 holes without a birdie and had to settle for a 69, leaving him nine shots behind.
"I was close to putting a low one up there today," he said. "I felt like it could be had, I could make a run and post 5-under par for the day or something like that and get myself within reach. Right now, Rory is playing some great golf."
English, the 22-year-old rookie who won on the Nationwide Tour last year while still an amateur, made a 10-foot par save on the 17th and finished with a 66. He will be in the final group with McIlroy, a rare time when the U.S. Open champion will be playing with someone his own age with a tournament on the line.
They will be joined by Gillis, a 43-year-old journeyman who turned pro a year after McIlroy and English were born. Gillis had the lead to himself on the back nine until a bogey on the par-3 15th. He had a 69.
McIlroy is getting accustomed to the pressure as one of the game's top players. Thousands of fans lining every fairway and surrounding every green cheered him on Saturday, and one fan even asked him on the 17th tee what kind of shampoo he uses on those curly brown locks.
"When you get yourself into positions in tournaments like his, it's not just the golf you have to deal with," he said. "It's everything else that goes on outside that. That's something I feel like I'm a lot more comfortable with. I feel like a better player all around."
With the wind getting stronger, the tees were moved forward on the par 3s over the water because of the dangerous front hole locations.
That's where McIlroy was at his best.
