Spiritual Adventuress: Step Into the Flow

?Step Into the Flow.? Choose. Yes. It?s that simple. The Spiritual Adventuress is talking to herself here, and, if you wish, to you too! The flow of divine energy is always present, always flowing. We can step into it, or step out of it, by choice. It?s one thing to understand this principle intellectually, and another to embody and live it experientially. It?s still another to spend all, or almost all, our time in the flow. Spiritual practice.

Recently, the Spiritual Adventuress has been out of the flow (in a ?funk?), by choice, of course, choosing not to RPM (rise-pee-meditate) every morning (Oh, I?ll just stay in bed a little longer. I?ll get up when I finish reading this chapter. . . this article. . .). The dot, dot, dot are always there, trailing off into nothing. Nothing. The blog isn?t going to write itself (It?s not??? in a whiny voice). Devas will not finish the book manuscript and leave it neatly stacked on my oak, roll-top writing desk (?They won?t??? whine). The Universe, taking the form of an aquacise companion, lovingly invited me back into the flow. A published writer of young adult and juvenile fiction books, she, too, was ?feeling like a zombie? and ?saw the look in my eyes,? she later said. She offered to lend me her favorite anti-funk book on resistance and procrastination, one of five copies she keeps around her house for herself: The War of Art ? Break Through the Blocks and Win your Inner Creative Battles by Steven Pressfield. It goes without saying, well, almost, that the book not only applies to writing but also to the creation of our lives. This week I returned to my RPM and morning-page writing practices. And guess what? As soon as I stepped back into the flow, it was there. It had been there all the time. I just needed to plug my lamp into the electrical grid. Synchronicities showed up. Joyful experiences showed up. Because I decided to show up. W.H. Murray put it this way: ?A whole stream of events issues from the decision (to be committed), raising in one's favor all manner of unforeseen incidents, meetings and material assistance, which no man could have dreamt would have come his way.? A week ago I clipped an intriguing 3-line event ad out of Albuquerque?s Alibi, the independent arts and entertainment weekly: ?Duke City Dime Stories, open mic prose reading for 3-min. fiction or non-fiction.? It sounded like fun. Just days later, at the launch and author signing of the second annual edition of the literary journal bosque (the magazine) at a local bookstore, a member of my writing group and I were catching up with each other. She said she was writing about grief with two people she met at ?Dime Stories.? I told her about clipping their ad. She then turned around and introduced me to one of the co-hosts of ?Dime Stories? who had been standing five feet away from me during the entire presentation. Her business card is now in my wallet. The flow is that close. All the time. When we are available to it. The Universe, in the form of Alice Brasfield, decided to send along a little loving encouragement too. The Albuquerque Journal headlined a same-day article about her this way: ?Woman, 81, Is Now a Published Author.? Alice prefaced her bookstore reading with a few wry comments about the newspaper story: ?While I?ve never hidden my age, I didn?t expect to see it in a headline.? A grammatical error in the story referred to her as a ?former mother.? Everyone laughed as the editors of the literary journal made it perfectly clear they were responsible for neither mishap. Three separate people introduced me to Alice during mingle time. The third time, Alice asked the person how she knew me (aquacise). Curious, alert, alive, humorous ? I told Alice her obvious intelligence and her sense of humor made her an inspiration and role model for us all. Then she told us her son recently informed her, ?Eighty is the new sixty.? One of his class instructors is eighty. By attending the bookstore reading to support others, I supported myself (there?s only one). Not only was I inspired by Alice, not only did I meet the founder of ?Dime Stories? personally, not only did I warmly reconnect with friends, I also learned of writing opportunities, submission guidelines and deadlines. I could step back into the flow without having a difficult struggle, without having to swim upstream, without having to be miserable, without having it take a long time. I only needed to know the flow is always there and to choose to experience it. It?s great having life work seamlessly. It?s great being supported by the Universe. Winter's big chill means fewer summer bugs

As the bitter cold in the northeastern United States keeps even hardy New Hampshire skiers off the slopes, there?s at least one potential upside to the cold snap: fewer mosquitoes come summer, according to an entomologist riding out the cold in upstate New York.

"Most arthropods have the ability to super-cool themselves in order to survive extreme cold winters in the ranges they?ve become adapted to. However, if unusually cold temperatures strike, it could be below their threshold of tolerance," Cornell University's?Laura Harrington?explained via email to NBC News.


And it is cold. Unusually so. New Hampshire?s Wildcat Mountain ski resort was closed Wednesday and Thursday, with the wind-chill factor reaching 48 degrees below zero Fahrenheit on Thursday, The Associated Press reported.

Harrington said most insects produce "antifreeze proteins and other compounds to protect their cells from freezing and dying." If it gets too cold, though, this natural antifreeze could cease to function properly.

"The concentration of the antifreeze proteins or the extent of the expression could be inadequate," she explained. "We have examples of moderate overwintering capacity that suggests that the evolved level of expression of these proteins is important."

Despite the cold, the drop in temperature is consistent with the type of extreme weather expected with global climate change, according to NASA scientists. As a result, it?s possible these cold snaps might become even more frequent in the future.

If so, will that mean fewer mosquitoes and other disease-carrying insects will survive the winters? It?s possible, at least in the short term, Harrington noted. "But as they evolve and adapt, they could overcome this."

It's also possible the cold snaps could adversely impact the?predators of mosquitoes, such as birds, bats, dragonflies and frogs. If they get hit harder than the mosquitoes, it could lead to a rise in vector populations.

"Until we have a better understanding of the complexities of climate change impacts on vectors," Harrington said, "it is hard to predict."

Say goodbye to the alternative minimum tax - permanently

WASHINGTON (AP) ? Taxpayers preparing to file their 2012 returns can breathe a collective sigh of relief.

The alternative minimum tax or AMT has been patched ? permanently ? and several tax credits and deductions that technically expired at the end of 2011 were extended as part of the fiscal cliff legislation that Congress passed and President Barack Obama signed into law in January.

"It certainly puts back into place many of the tax benefits that had expired for many people," said Mark Steber, chief tax officer with Jackson Hewitt Tax Services. "The extenders will be back on people's tax returns, making their 2012 refunds larger than they would have been."

But the delay in congressional action could mean confusion for some taxpayers over what credits and deductions still exist.

That could make going it alone on tax day costly. Experts say people should seek some guidance, whether it's from a professional tax preparer, up-to-date software programs or tax guides, before filing returns.

More than 90 percent of taxpayers go to a tax preparer or use tax software to file their returns, estimated Jim Buttonow, a 20-year IRS veteran who is now vice president of products for New River Innovation, a tax technology company.

The Internal Revenue Service will begin accepting returns Jan. 30, an eight-day delay necessitated by the late congressional action.

"We have worked hard to open tax season as soon as possible," IRS Acting Commissioner Steven T. Miller said in a statement. "This date ensures we have the time we need to update and test our processing systems."

The agency said most taxpayers ? more than 120 million households ? would be able to begin filing Jan. 30. But filing for those claiming energy credits, depreciation of property or general business credits will be delayed until late February or March.

Last year, the agency received 137 million returns.

Electronic filing increased by 6.2 percent to 113 million in 2012, an upward trend that tax experts expect to continue. Although most electronically filed returns are by tax professionals, increasing percentages of individuals are doing their own returns electronically.

Nearly 104 million people received refunds last year totaling about $283 billion. The average refund was $2,707, slightly less than the year before, according to the IRS.

As people sit down to do their taxes this year, they'll find that the standard deduction has been adjusted higher for inflation, to $11,900 for married couples filing jointly, $8,700 for heads of households and $5,950 for single taxpayers.

About two-thirds of taxpayers claim the standard deduction, according to Barbara Weltman, an author of J.K. Lasser's Tax Guide 2013.

Each personal exemption is worth $3,800 this year, up from $3,700 in 2011. Look expansively at dependents beyond your children under 19, or 24 if in college. For example, if you're paying more than half the support for your parents and their taxable income is less than the $3,800 exemption, you might be able to claim them as dependents even if they're not living in your own home.

"If a parent's only income is Social Security, chances are little or none of the Social Security will be taxable. Otherwise, very few people would get to claim a parent," said Jackie Perlman, principal tax research analyst with H&R Block's Tax Institute.

Single taxpayers with qualified children or relatives as dependents also may be able to use head of household filing status, which is more advantageous to the taxpayer.

There also are higher mileage rate deductions ? 55.5 cents per mile if you use your car for business, 23 cents per mile for moving or medical issues and 14 cents a mile for charity.

Capital gains rates are unchanged from 2011 ? a maximum of 15 percent for assets held more than a year.

And don't forget planning for retirement. You can contribute up to $5,000 to a traditional individual retirement account ? $6,000 for people age 50 and older ? and reduce their income by that amount. If you haven't made a contribution yet, there's still time. You have until April 15, the tax filing deadline.

Be aware, however. Many deductions and credits phase out at higher incomes.

Dozens of credits and deductions that affect 2012 taxes had been due to expire at the end of 2011, but were extended as part of the legislation that restored the Bush-era tax cuts for most taxpayers.

The measure breathed new life into deductions for state and local sales taxes and an array of education-related credits and deductions. Not to mention the lack of an AMT patch.

"There was broad bipartisan agreement it had to be fixed," Steber said.

Originally set up to make sure millionaires were paying taxes, the AMT was ensnaring increasing numbers of middle-class taxpayers. To avoid that, the tax has been adjusted for inflation every year, but the last patch expired at the end of 2011. Without a new one, Miller said in a letter to Congress last fall, about 33 million taxpayers would have to pay the AMT in 2012, up from about 4 million in 2011.

Congress, as part of the fiscal cliff bill, passed a permanent fix for the AMT. Going forward, it will be indexed according to inflation.

For 2012, the AMT exemption is $50,600 for unmarried individuals and $78,750 for joint filers.

"It's just not that they passed the threshold amount and indexed it for inflation," said Kathy Pickering, executive director of H&R Block's Tax institute. "The other nugget in there is that the nonrefundable credits are allowed."

That means filers subject to the AMT may still be able to use these credits, as long as their income doesn't exceed the phaseout limits.

The fiscal cliff bill signed by Obama also extends the $1,000 per child tax credit, the expanded earned income tax credit and the credit for adopting a child.

Several education-related credits and deductions also were extended in the legislation.

The American Opportunity Tax Credit can be worth up to $2,500 for college tuition. The credit, which can be claimed for each of the first four years of college, was extended through 2017. Elementary and secondary school teachers will still be able to deduct up to $250 of their out-of-pocket expenses for the classroom.

And taxpayers will have the choice of deducting state and local sales taxes instead of state and local income taxes. This is especially important to residents of states like Florida, which doesn't have an income tax.

Knowing what tax credits and benefits you're eligible for is key. No one wants to pay more than is required in taxes.

"You certainly want to understand the tax law," Steber said. "Look to life changes" like retirement, losing a job, getting married, having a child or an elderly parent moving in as events that can affect your taxes.

For people in the Northeast, Superstorm Sandy certainly was a life-changing event. State officials have estimated the total damage at more than $80 billion, most of it in New York, New Jersey and Connecticut.

Tax law allows victims in federally declared disaster areas to file casualty claims in the year the incident happened or file an amended return for the previous year.

If they don't have all the material they need yet to file 2012 returns, they can amend their 2011 return now to include the casualty losses.

"It's one of the unique things about those disaster areas," Pickering said.

That's just one of the reasons people file amended returns.

Amended returns are often filed when taxpayers discover discrepancies in the income that was reported. Sometimes they receive a 1099 form late or a corrected one after they filed their returns. Or they may discover that they didn't take a deduction or credit to which they were entitled.

Some people are reluctant to file amended returns out of fear that they might be audited.

Mark Luscombe, principal tax analyst for CCH, said the IRS closely guards statistics on what type of returns invite audits.

"An amended return would not necessarily be an invitation for an audit," he said.

"It depends what's contained in there," said Greg Rosica, a partner at Ernst & Young. "If it's a very large refund it could get a different level of review."

Debt-ceiling deal holds hope of ending Beltway brinkmanship

House Republicans have used debt ceilings and 'fiscal cliffs' as political levers partly because Democrats in the Senate haven't passed a budget plan in three years. Now, that will change.

The House of Representatives moved America away from another teeth-gritted trip to the edge of a financial abyss Wednesday by approving a measure that would put off a fight on the federal debt ceiling from mid-February to mid-May.

It is a bit more than the typical Washington kick-the-can-down-the-road move. In some ways, it could give Washington a road map to figuring out its fiscal situation with a little more regular order and a lot less brinkmanship.

That's because, simultaneously, Senate Democrats have agreed to pass a budget plan ? something they hadn't done the previous three years. As a result, lawmakers on both sides of the aisle agree, much of the wrangling over America's fiscal future could be channeled away from manufactured debt-ceiling crises and "fiscal cliffs" and into an actual budget debate.

?If both chambers have a budget ? a Democratic budget from the Senate, a Republican budget from the House ? now you?ve got competing visions for how we address this problem? of debt and deficits, House Speaker John Boehner (R) of Ohio told reporters after the vote. ?Out of those competing visions we?re going to find some common ground, I?m hopeful, that puts us on a path to balance the budget over the next 10 years.?

The final House vote was 285 to 144 in favor of the measure, with 86 Democrats (just under half the caucus) joining all but 33 Republicans. Some Republicans reversed their votes to oppose the bill after passage was assured.

Senate majority leader Harry Reid (D) of Nevada gave the bill his blessing, which suggests it should clear the Senate. On Tuesday, the White House said it would not stand in the bill?s way.

In addition to suspending the nation?s debt ceiling for three months, the measure also included a ?no budget, no pay? provision that would put lawmakers' pay into escrow every day after April 15 that their respective chamber goes without passing a budget resolution. Lawmakers would receive their pay whenever they pass a budget or at the end of the congressional session in 2015, whichever comes first.

The bill?s passage allowed both sides to claim victory. Republicans hooted that they?d been able to push the Senate to commit to crafting a budget. Democrats said Republicans backtracked from their previous demand of tying debt-ceiling increases to dollar-for-dollar reductions in federal spending.

On Wednesday, Senate Democrats put their new willingness to craft a budget in a positive light. Senate Budget Committee chair Patty Murray (D) of Washington said the budget process could take some of the teeth out of two upcoming spending battles: the automatic spending cuts mandated by the "sequester" and the need to fund the federal government when a stopgap measure expires in March.

Exclusive: Brazil unsure about lowering budget goal - sources

BRASILIA (Reuters) - Brazilian Finance Minister Guido Mantega does not want to reduce a key government savings goal this year, two administration sources told Reuters, highlighting the nation's dilemma over how to relax strict fiscal rules without triggering spending pressures.

President Dilma Rousseff's government has signaled it is willing to loosen decade-old budget restrictions to bolster the world's No. 6 economy, which seems impervious to more than a year of nonstop stimulus measures.

One option the authorities are discussing is a straight cut of the primary surplus target, which at 3.1 percent of the country's gross domestic product is considered extremely high for a major economy.

Any change in the target, though, is bound to raise concerns that the left-leaning Rousseff is tinkering with policies that have been the basis of Brazil's financial stability since 1994. Investors watch the primary surplus closely as they see it as a gauge of Brazil's fiscal discipline.

The primary surplus, or revenues minus expenditures excluding debt payments, is a measure of a country's ability to repay its obligations. A more relaxed goal allows the government to cut more taxes for industries in a bid to boost investment.

Mantega, a powerful member of Rousseff's economic team, prefers to stick with the target by excluding public investments and tax deductions from Brazil's primary surplus, an accounting maneuver allowed under the Brazilian law.

"The minister is leaning more in favor of raising the amount of investments that would be deducted from the primary goal," said a government official with knowledge of the talks. "Reducing the primary target raises spending pressures from public workers and legislators who want to increase current spending. We don't want that."

The government has said it could exclude about 25 billion reais out of 44 billion reais in projected investments and tax deductions to meet the target without cutting spending.

To be transparent, the government could publicly announce a larger deduction closer to the ceiling of projected investments, the official said. He added that no decision has been made on the matter.

A reduction of the primary target could trigger calls for higher wages by public workers as well as demands by lawmakers to increase spending in their home states, the official said.

Another official said lowering the fiscal goal would be difficult because the government would need to introduce legislation to make the change and revise other projections.

Whatever the government decides is unlikely to upset markets, which see Brazil's overall finances as solid at a time when Europe and the United States are struggling to cut their mounting debts. By comparison, Brazil nearly halved its public debt to a record low of 35 percent of GDP in the last decade.

The government missed its 2012 primary surplus goal of 139.8 billion reais by a long shot after a slowdown in tax revenues. At the last minute, officials tapped into the country's sovereign wealth fund and brought forward dividend payments from state-run companies to meet an already reduced primary goal.

INFLATION FEARS

Brazilian Treasury chief Arno Augustin told Reuters on January 9 that a lower primary target did not threaten an ongoing reduction of the country's debt burden.

Most private economists agree, but warn that a more relaxed fiscal policy could stoke already-high inflation in a country scarred by bouts of hyper-inflation only a few decades ago.

"The problem with lowering the primary target is that it would generate inflationary pressures, which are likely to put the central bank in a difficult position because the inflation outlook is not looking good," said Alessandro del Drago, chief economist with Kinea in Sao Paulo.

"The issue here is more about aggregate demand than about the sustainability of the debt."

The central bank has already warned of short-term inflation pressures that have led some analysts to predict an interest rate hike later this year.

The bank and other authorities see inflation peaking in the first two or three months of this year before easing toward 4.5 percent, the center of the official target range of 2.5 percent to 6.5 percent.

Inflation rose faster than expected in the month to mid-January, driven by higher costs for food and personal expenses, statistics agency IBGE said on Wednesday.

In the 12 months to mid-January, inflation accelerated to 6.02 percent, up sharply from 5.78 percent one month before.

A more benign inflation outlook seen by government officials for this year would give Rousseff some breathing room as she tries to revive Brazil's sputtering economy.

At least two students shot at Texas college

At least two students were shot at Lone Star College in Texas on Tuesday, a school official said.

According to Jed Young, a spokesman for the school, the shooting began with an altercation "involving two individuals" shortly before 12:30 p.m. local time. Two people--one student and one employee--were shot in the crossfire, the spokesman said. The extent of their injuries were not immediately known. According to Houston's ABC affiliate, both victims have multiple gun shot wounds and are in serious condition.

One of the suspected shooters was shot and taken into custody, and a second shooter fled the campus, the spokesman said. The Harris County Sheriff's Office said the situation remains "ongoing" but confirmed that a "person of interest" was detained and is in custody.

According to CNN, a fourth victim suffered a heart attack during the incident.

It's unclear if the suspected shooters were students at the school. Initial reports suggested the shooting may have escalated after a heated argument between them.

The danger on campus, according to the spokesman, had been "mitigated," police told him. Four nearby colleges were placed on precautionary lockdown.

An alert posted on the school's website shortly before 1 p.m. warned students to take shelter.

"LSC-North Harris is locked down," the alert read. "Students, faculty and staff are advised to take immediate shelter where you are. Do not enter the campus until notified further."

Aerial footage showed SWAT team members evacuating students several buildings on the campus in North Harris County near Houston as ATF, FBI and local police searched a wooded area.

In interviews with local media outlets, students described a chaotic scene. A female student told KTRK-TV heard five shots fired in an area between the library and the cafeteria. Other students say they heard gunshots when they were in cafeteria.

"I was just sitting in my room academic building, room 163 when I heard gun shots," Twitter user @Amandaplease223 wrote. "Rapid shots. In the hallway."

The Lone Star College System has a total enrollment of more than 90,000 students across six campuses, according to its website.

The shooting comes a little more than five weeks after 26 people--including 20 children--were killed after a gunman opened fire at Sandy Hook Elementary School in Newtown, Conn., sparking a national debate on gun control.

In a statement, Texas Gov. Rick Perry's office said the governor had been briefed on the shooting, but declined further comment.

Israelis head to polls, shift to right expected

Prime Minister Benjamin Netanyahu looks set to win a third term in office, pushing the country further to the right, away from peace with the Palestinians and possibly towards a showdown with Iran. NBC's Jim Maceda reports.

TEL AVIV -- Israelis headed to the polls Tuesday in an election that was expected to give Prime Minister Benjamin Netanyahu a third term in office and mark a shift to the political right.

More than 5.6 million Israeli are eligible to vote, and results are expected Wednesday morning.

The vote is expected to be followed by talks between different political parties to form a coalition government since no single party is likely to get an outright majority of the 120 seats in the Knesset.

Netanyahu?s Likud party is running with the nationalist Yisrael Beitenu party, and opinion polls have showed a surge in support for the far-right Jewish Home party, Reuters reported.

Several Israeli Arabs and Palestinians claimed Tuesday that Israel was moving toward ?fascism and racism? and said that hope for the creation of Palestinian nation as part of the proposed two-state solution to the Mideast crisis was fading.

In Tel Aviv, however, voter Ari Abacsis, in his late 20s, said Netanyahu was a proven leader.

Millionaire Naftali Bennett, who is bitterly opposed to a Palestinian state, is set to propel his party into a key position during upcoming elections. NBC's John Ray reports.

?I think Netanyahu did it in the past and he did it quiet well. Nobody is perfect, but Netanyahu fits the requirements,? he said.

?He did some good things. He brought back Gilad Shalit [the Israeli soldier held for years in Gaza]. We remember him for that and for a lot of other things,? he added. ?All the others didn't prove themselves. He proves himself. I think we don't know what is happening behind the scenes.?

Young people have 'lost hope'
Yaffa Braverman, 58, an art gallery owner in Tel Aviv, criticized the number of small parties in Israeli politics.

?The problem is the system. We need more big parties that are capable of making important decisions, and the way that we'll do it again is based on small parties and everyone fighting for his own chair,? she said. ?I think that's why the young generation has lost hope.?

Avi Shai, 35, financial adviser also from Tel Aviv, said he hoped Netanyahu would develop better relations with the United States and move to the left.

?I don't see any resolution coming because it's a different situation we're in," he said. "A lot of things can happen in the near and far future. Everything is liquid here in the Middle East. It doesn't matter which prime minister is elected --?a lot of things can happen."

?I hope that Prime Minister Netanyahu would be more in the left wing and would have better agreement with Obama, which is not the case right now,? he added.

Palestinians living in Israel expressed a similar lack of hope, but in much stronger terms.

Hana Hurani, 34, an engineer from Eilaboun in the north and an activist in the National Democratic Assembly, said Israel?s politics were headed toward ?fascism and racism.?

?We, the Arabs, should stress our national identity and our unity as Arabs. Election day is a day on which Arabs try to represent themselves, and after that we go back to a racist reality,? he said.

?On the Palestinian issue, I expect there to be a stalemate and as there will be more settlement expansion, we will witness the final burial of the two-state solution on which there is an international consensus,? he added.

'Indifference is fatal'
Hurani said Israeli Arabs should ?be more active? politically: ?Indifference is fatal. ? Unfortunately, ignorance and abstention from voting is one of our enemies."

Nijmeh Ali, 30, a political science Ph.D. candidate at the Hebrew University and a lecturer at Al Quds University in Jerusalem, said it was clear from opinion polls that the next government would be right-wing.

?The Palestinian street is boiling, and it will explode at one point against the existing occupation,? he said.

?There is racism and discrimination against the Arabs in Israel, and this will not change since we are a defect in the Zionist project, whether we demand our social or political rights. The legitimization of racism will increase,? he added.

Mustafa Barghuti, 55, a member of the Palestinian National initiative in Ramallah on the West Bank, said most Israelis were voting for Jewish settlements and an ?apartheid system at the expense of peace and a two-state solution.?

?It looks like there is no peace camp in Israel,? he added.

Fawzi Barhum, a spokesman for the Hamas movement in Gaza, said he expected that Israel would elect the ?most extreme and racist government to lead Israel.?

Latinos take on bigger role in Obama inauguration

(AP) ? Latinos are taking a more prominent role in President Barack Obama's second inauguration, from the first Hispanic Supreme Court justice swearing in the vice president to a star-studded concert celebrating Latino culture.

Eva Longoria, a co-chairwoman for Obama's campaign, hosted "Latino Inaugural 2013: In Performance at the Kennedy Center" as a salute to the president Sunday evening ahead of his public swearing-in Monday. Jose Feliciano, Chita Rivera, Rita Moreno and Latin pop star Prince Royce all performed. The lineup also included Mario Lopez and Wilmer Valderrama.

Vice President Joe Biden and his family appeared onstage, drawing big cheers, to help open the show. He said he wanted to thank Latinos for their support in last year's election.

Biden said something profound happened with the enormous Latino support for Obama, and he said the Latino community underestimates its power.

"One thing that happened in this election, you spoke. You spoke in a way that the world, and I mean the world, as well as the United States, could not fail to hear," Biden said, calling the Latino vote decisive. "This is your moment. America owes you."

Feliciano opened the show by singing the national anthem.

Marc Anthony later drew big cheers when he applauded Latinos' growing political influence.

"Our united voice got us all here tonight and got the best man for the job in the White House," Anthony said.

San Antonio Mayor Julian Castro, who gave the keynote speech at last year's Democratic National Convention, recalled the admiration Latinos held for another president more than 50 years ago. Portraits of President John F. Kennedy still hang in many homes, he said.

"As we said 'Viva Kennedy' 50 years ago, today we say 'Viva Obama,'" Castro said.

A children's choir from San Juan, Puerto Rico, closed out the show, singing "This Land is Your Land." They were joined by a larger Latino choir, including Hispanic members of the U.S. military, in singing "America the Beautiful."

Earlier Sunday, Justice Sonia Sotomayor, an Obama appointee who is the first Hispanic justice on the highest court, administered the oath of office to Biden. And Richard Blanco, a son of Cuban exiles, is Obama's inauguration poet.

Latinos have a distinct presence at this inauguration after raising funds and turning out the vote for Obama in the 2012 election. Hispanics voted 7 to 1 for Obama over his challenger, Republican Mitt Romney, whose Hispanic support was less than any other presidential candidate in 16 years. Analysts said Romney's hardline stance on immigration was a factor.

San Antonio philanthropist and business leader Henry Munoz III, who coordinated the Latino inauguration event with Longoria and other Obama supporters, said this is a special moment when the Latino community is positioned to take an expanded role in shaping the country's future.

"Without question, the presidential election of 2012 proves that Latinos are perhaps the most important influence from this point forward in the election of the president of the United States," Munoz said. "It's important that the leadership in Washington view us not as a narrow interest group but as a vibrant political force" that carries not just votes, but influence and financial resources.

Organizers planned a series of symposiums, dinners and events ahead of the inauguration to keep people talking about issues that matter to Latinos, from immigration reform to building a Latino history museum on the National Mall. Munoz led a presidential commission that called on Congress in 2011 to authorize such a museum within the Smithsonian Institution, but Congress has not yet passed such a bill.

Munoz said it's important to keep Latinos engaged through the inauguration and beyond.

"Our work is not done. It doesn't end," he said. "We have a tendency to look at this phenomenon as ending on Election Day, when the reality is now it's time to get to work."

Longoria said this is her first inauguration. She has taken on a new role as political advocate since her days on "Desperate Housewives," pushing for a Latino history museum in Washington and raising funds for Obama's re-election.

Even though this is Obama's second inauguration, Longoria said there is still much to celebrate, including Sotomayor's role swearing in the vice president.

"There's something special about seeing a president recommit himself to the people of this great nation," she said before the show.

Longoria said she hopes to help influence policies, including immigration reform, and hopes Obama will make that his top priority as an economic issue. She called the Latino fundraising effort for the president a historic turning point.

"I think we have a permanent seat at the table, and now we're going to be able to have influence on what affects our communities," Longoria said. "I take civic responsibility very seriously, and I want to do what I can to help my country."

Tech CareerDo you want to get into a tech career? Getting formally certified is an important career step in many skill-oriented industries, as employers almost always prefer candidates with established credentials to those who lack them. Formal certification is proof that you have completed a rigorous career preparation program and displayed some competence in applying relevant skills, which in turn makes you far more employable.

Since the tech industry is a highly skill-focused environment, getting certification is an especially important step towards a successful career. Not every tech job explicitly requires certification, but many do; furthermore, even positions that do not require applicants to be certified may encourage or recommend certification.

Certification In The Tech Industry

Since the tech industry includes a dizzying array of specialties and positions, there is a corresponding variety of useful certifications. For instance, the Computing Technology Industry Association (CompTIA) offers many specialized certifications in networking, security, servers and storage, to name a few.

Microsoft?s offerings include database, desktop, developer and server certifications. Tech professionals who seek certification through these and other organizations are likely to find their career prospects improved, especially if they work in specialized settings.

Perhaps the most universally accepted credentials anywhere in the industry, however, are the Cisco certifications. Cisco offers dozens of specialized certifications at the entry, associate, professional, expert and architect levels, perhaps the best-known of which is the Cisco Certified Network Associate (CCNA) certification.

CCNA-certified professionals have demonstrated their ability to install, configure, operate and troubleshoot mid-sized networks, to deal with security threats and to understand networking concepts and terminology. This broad range of skills prepares certified professionals for many positions in the IT field.

The Certification Process

Preparing to take the CCNA examination is a lengthy process that requires diligence, determination and focus. Although some professionals get ready through the exam independently, the most common way to prepare is to complete an information technology degree or certificate program.

The best way to prepare is to pursue that information technology degree through an accredited college or university that is certified as a Cisco Networking Academy; these institutions offer programs that include general IT skills as well as specific information relevant to the Cisco certification exam. The official Cisco Learning Network sells learning resources for exam preparation and unauthorized resources exist, but there is no guarantee that they will impart the skills needed to pass the test.

As an additional stepping stone on the way to the CCNA, Cisco offers the Cisco Certified Entry Networking Technician (CCENT) certification. The CCENT requires only a single, 90-minute test and significantly less preparation than the CCNA, making it an ideal option for newcomers to Cisco networking.

Besides qualifying for entry-level positions on the basis of this certification alone, CCENT-certified professionals can obtain the CCNA by taking another relatively short test. Earning the CCENT first thus breaks up the certification process into two more manageable pieces.

The Importance Of Cisco Certification

In the fast-growing and highly competitive field of information technology, having certification is an important advantage. When a hiring manager sees a Cisco certification on a resume, he or she knows that the applicant has completed the extensive preparation process for the Cisco exam and demonstrated job-relevant skills on a challenging test.

That?s not to say that certification is the only factor involved in getting hired, but because the certification exams are standardized, they serve as a baseline for hiring decisions.

Furthermore, completing the certification process dramatically improves a professional?s breadth of knowledge. Self-taught tech professionals often possess a hodgepodge of skills that align with their own interests; they may be highly skilled in a few areas and entirely lacking in others. The rigorous program required to become Cisco-certified fills in those gaps and ensures that the certified professional has at least some knowledge of the broader field of networking.

Finally, entry- or associate-level Cisco certification opens the door to ongoing professional development, as CCNA-certified professionals can move on to expert-, professional- and architect-level certifications later in their career. The right of distribution of a copy of a computer program is exhausted if the copyright holder who has authorised, even free of charge, the downloading of that copy from the internet onto a data carrier has also conferred, in return for payment of a fee intended to enable him to obtain a remuneration corresponding to the economic value of the copy of the work of which he is the proprietor, a right to use that copy for an unlimited period;

????????? In the event of the resale of a user licence entailing the resale of a copy of a computer program downloaded from the copyright holder?s website, that licence having originally been granted by that rightholder to the first acquirer for an unlimited period in return for payment of a fee intended to enable the rightholder to obtain a remuneration corresponding to the economic value of that copy of his work, the second acquirer of the licence, as well as any subsequent acquirer of it, will be able to rely on the exhaustion of the distribution right under Article 4(2) of the?Software Directive, and hence be regarded as lawful acquirers of a copy of a computer program within the meaning of Article 5(1) of that directive and benefit from the right of reproduction provided for in that provision. Almost in parallel with EU developments on issues facing sales of second-hand digital products, in the US Capital Records (a subset of EMI) initiated?proceedings?before the US District Court for the Southern District of New York against "The World's First Pre-Owned Digital Marketplace"?ReDigi,?claiming?that a service that let users buy and sell previously purchased tracks in iTunes was akin to a?clearing-house?for copyright infringement.? The business model of ReDigi, which was launched in 2011, is based on the possibility for users to sell their own music library and/or buy pre-owned music.?ReDigi takes a small cut from every transaction made on its site. Songs sell for an average of about 60 cents, compared with a typical 99 cents on iTunes.?First-time users are requested to?download proprietary software, which verifies if a file was bought legally. If the song checks out, it is then erased from the seller's hard drive and uploaded to ReDigi's computer servers. This systems is said to?prevent sellers from reinstalling a sold song to their computer, and offers users the chance to check their libraries for illegal music. As summarised by?The Hollywood Reporter, the case (which is thoroughly explained?here) touches upon various issues, including the meaning of a "copy" for copyright purposes, whether the?first sale doctrine?(from which the EU principle of exhaustion descends) applies in the digital context, whether there's "public" performance in transmission of copies, and the ongoing liability for service providers who allow users to do things like move files around in digital clouds and re-sell them to others.

In particular, Capitol Records argues that digital music is not the same as music on physical supports, with the result that the first sale doctrine does not apply.?

Back in February 2012, Justice Sullivan rejected the plaintiff's request for summary judgment. As a result, the case proceeded to a full court hearing, which began in October last, as reported and commented by Iona on?The 1709 Blog.

Following the ruling in UsedSoft, it seems that ReDigi's business model would be perfectly lawful under EU law.?

This can have the potential to diminish the chances of success of Capitol Records in the litigation currently pending before the New York court. In any case, the US ruling is keenly awaited, as it will hopefully clarify also what type of property (if any) rests on digital files.?

Robots predicted to join family in home or serve in public setting ...

A robot called mObi senses when someone is nearby. It rolls gracefully on a single ball, navigating around people and furniture, and even talks a little.

This robot someday might be used in a home or public setting ? placed in a museum, for example, to glide over and provide information to a visitor admiring a painting, said Sarjoun Skaff, chief technology officer at Bossa Nova Robotics in the Strip District.

Like robotics companies worldwide, Bossa Nova is fine-tuning mObi for eventual consumer sales. Skaff believes robots could guide travelers through crowded airports, speaking their languages, or help shoppers find items in stores and provide product details.

Machines such as the 4-foot-tall mObi, sleek and nearly silent while in motion, have a future with families, Skaff says. But he acknowledges: ?We are still working on the home bit.?

Researchers predict that within 10 to 15 years, personal robots will become more commonplace, helping people keep their homes safe and perform household chores. Robot sales to consumers could quadruple to $6.5 billion by 2017, according to New York-based ABIresearch.

?We?re going to see a lot more activity around personal robots,? said Philip Solis, a research director with ABIresearch. ?A lot of the sensors you?d need in a robot are in smartphones right now.?

?Telepresence? robots that travel through rooms to check on things are a next step toward more intelligent machines. Romotive Inc.?s Romo is a simple version; the $150 remote-controlled robot with wheels carries an iPhone.

?The first consumer-valuable robotic services will show up before the end of this decade, from present-day vendors of washers and dryers,? predicts Frank Tobe, a researcher who publishes The Robot Report.

Smart appliances could provide ?hamper-to-hamper service ? dirty in, folded out,? Tobe said. He believes companies will offer practical home-use robots to help elderly or physically challenged people.

Single-purpose robots, such as Mass.-based iRobot Corp.?s vacuuming Roomba or Looj 330 gutter sweeper, which caused a stir at this month?s Consumer Electronics Show, ?brought the promise of C3PO and R2-D2 into the home,? said Maurice Leacock, a product manager with iRobot.

The company has sold more than 8 million cleaning robots.

The Looj, priced at $300, is ?exciting to people because it opens the imagination to what else can be done,? Leacock said.

iRobot tested a telepresence robot, built on its advanced Ava platform, at five hospitals. InTouch Health, a telemedicine company, worked with iRobot on the device, which moves through corridors on its own. These RP-VITA robots soon will be available for lease at about $6,000 a month.

In a home, ?we see a world in the future where there will be multiple robots to perform single tasks,? plus a central robot to communicate with them, Leacock said.

Willow Garage of Menlo Park, Calif., sells its PR2 robot, equipped with arms, to university researchers and technology companies such as Samsung at a base price of $280,000. The machine can fetch drinks, fold towels and perform other tasks.

?It?s a little bit of Wall-E,? spokesman Tim Smith said.

RE2 Inc. in Lawrenceville, which focuses on robotics for defense uses, donated an $850,000 Robotic Nursing Assistant that can lift a patient to the University of Texas at Arlington?s Research Institute. The institute is working on technology to help wounded veterans, older people and workers who lift heavy objects.

Such research is under way worldwide.

In Switzerland, the Artificial Intelligence Laboratory at the University of Zurich in March plans to introduce Roboy, a human-looking robot with soft skin.

Hector, a robot being built in Europe, is ?far ahead of anything we have ongoing here,? said Tobe, who advocates for public-private investment to advance robot research.

Some say the path ahead for robots remains unclear.

Henry Thorne recalls his short-lived venture with Cye, a robot he made in 1998 to transport items and vacuum a room. He priced it at $799 and sold 400, which was not enough to sustain a business.

Thorne later became a founder of 4Moms, a Strip District child products company that makes the mamaRoo, a moving robotic seat to soothe fussy infants.

?We sell 10,000 mamaRoos a month,? he said. ?My experience with personal robots is that they lack a raison d??tre, a reason to be.?

When Thorne looks at robots such as mObi, ?I ask, ?What?s it for??? He?ll consider the market again when someone provides a good answer.

Siddhartha Srinivasa, an associate professor at Carnegie Mellon University?s Robotics Institute, cites nagging questions on how to make advanced robots with a low enough cost, say $5,000, that are useful in a home. Robots perform well in orderly labs but might not in a messy household, Srinivasa said.

Many makers of consumer goods sell products with robotics technology, such as lawn mowers with sensors. Advanced robotics technology could become part of everyday appliances, Srinivasa said. A refrigerator could sense when the milk supply runs low and notify the homeowner by text message, for example.

Today?s consumer robots range from $50 toys to pricier humanoids that can close a garage door but mostly are for entertainment, said Dan Kara, president of robotics services company Electra Studios Inc. of Upton, Mass. The latter devices more commonly are found in Japan and Korea.

?People are paying $5,000 for something that doesn?t do that much,? Kara said. Robots for home use ?seems to be a market in search of itself.?

BAMAKO, Mali (AP) ? Radical Islamists have fled a key Malian town on foot following French airstrikes that began after they seized Diabaly nearly one week ago, the Malian military and fleeing residents said late Saturday.

Malian military spokesman Capt. Modibo Traore said Saturday evening that soldiers had secured the town.

The departure of the Islamists from Diabaly marks a success for the French-led military intervention that began Jan. 11 to oust the Islamists from northern and central Mali.

Earlier in the week, the Malian military was able to retake another key town, Konna, whose capture had sparked the French intervention.

"The Islamists began leaving the town on foot yesterday heading east," said a Malian intelligence officer who spoke on condition of anonymity because he was not authorized to speak to journalists. "They tried to hijack a car, but the driver didn't stop and they fired on the car and killed the driver."

Speaking Saturday on French 3 television, French Defense Minister Jean-Yves Drian said France now has 2,000 troops in Mali.

He said France "could go beyond" the 2,500 troops initially announced for Mali, and said that at full deployment, Operation Serval would involve some 4,000 troops in the region.

Meanwhile, France's foreign minister said Saturday that "our African friends need to take the lead" in a military intervention to oust extremists from power in northern Mali, though he acknowledged it could be weeks before neighbors are able to do so. Laurent Fabius spoke at a closely-watched summit in Ivory Coast focusing on ways that African forces can better help Mali as France's military intervention there entered its second week.

"Step by step, I think it's a question from what I heard this morning of some days, some weeks, the African troops will take over," Fabius said in Abidjan, the commercial capital of Ivory Coast.

Neighboring countries are expected to contribute around 3,000 troops to the operation, which is aimed at preventing the militants who rule northern Mali from advancing further south toward Bamako, the capital.

While some initial contributions from Togo, Nigeria and Benin have arrived to help the French, concerns about the mission have delayed other neighbors from sending their promised troops so far.

Funding for the mission is also an issue.

Fabius said that a donor summit in Addis Ababa, Ethiopia, on Jan. 29 "will be a key event."

"I am calling all partners of African development to come to Addis Ababa and to make generous contributions to this work of solidarity, peace and security both for the region and the continent," he said.

Ivorian President Alassane Ouattara said Saturday that Mali's neighbors must work together to eradicate terrorism in the region. "No other nation in the world, no other region in the world will be spared" if large swaths of the Sahel are allowed to become a 'no man's land,'" he said.

At Saturday's meeting, leaders were sorting out a central command for the African force, a French official said on condition of anonymity because he was not authorized to publicly discuss the sensitive security matters.

Mali once enjoyed a reputation as one of West Africa's most stable democracies with the majority of its 15.8 million people practicing a moderate form of Islam.

That changed last March, following a coup in the capital which created the disarray that allowed Islamist extremists to take over the main cities in the distant north.

The U.N. refugee agency said Friday that the fighting in Mali could force as many as 700,000 people to flee their homes in the coming months.

(AP) ? An independent panel preparing to investigate the International Cycling Union's links to Lance Armstrong is fighting back against the governing body's resistance to offer amnesty to potential witnesses.

The three-member panel says it will soon hold a public hearing in London to examine if "truth and reconciliation" should be offered to riders and officials who testify in April.

The panel believes amnesties are "desirable" and "in the interests ... of professional cycling."

The U.S. Anti-Doping Agency submitted a truth and reconciliation proposal after the release of its report last October into doping by Armstrong and his teams.

However, the UCI described USADA's proposal as "unacceptable" to the commission.

USADA and the World Anti-Doping Agency have withdrawn from the process until the panel's terms of reference are widened.

Facebook partners with Bing to deliver web results in Graph Search

Social media giant Facebook just announced that its new Graph Search tool will also incorporate results from the wider web thanks to a partnership with Microsoft and Bing. Obviously, people won't flock to Graph Search if it's capabilities are limited to where your friends live and the restaurants they like. Zuckerberg and crew will have to provide some way to find information that Facebook simply can't provide (for now...). That's where Bing comes in, with its ability to pull data like current weather conditions -- something your old frat buddies are probably useless to provide. This is hardly the first time Redmond has gotten cozy with Facebook. The social network is integrated rather closely with the search engine and Bing has been providing web search results on Facebook for sometime. Now there'es just less of a wall between the two when looking at results. With Graph Search, Bing results are put front and center, with some social context.
