QUALIFICATIONS:?

(GS-11) -?Specialized experience is defined as?having hands-on, demonstrated experience working with energy efficiency technology, organizational or financial solutions in both the residential and commercial buildings sectors, to include experience working with real estate organizations in order to accelerate development and retrofit of integrated, energy efficient buildings.

(GS-12) - Specialized experience is defined as?having hands-on, demonstrated experience working with energy efficiency technology, organizational or financial solutions in both the residential and commercial buildings sectors, to include experience working with real estate organizations in order to accelerate development and retrofit of integrated, energy efficient buildings. Additionally, the incumbent must have hands-on, demonstrated experience in at least one of the following areas: structure of commercial real estate organizations, landscape of technologies used in commercial building construction and retrofit, common barriers and solutions to implementing energy efficiency design, construction and retrofits.

(GS-13) -?Specialized experience is defined as?having hands-on, demonstrated experience in all of the following areas as they relate to energy efficiency: current technologies, financing solutions, and organizational and process applications for energy reduction within buildings and the interactions in real estate organizations as a whole in order to accelerate development and retrofit of integrated, energy efficient buildings. Additionally, the incumbent must have hands-on, demonstrated experience in at least one of the following areas: structure of commercial real estate organizations, landscape of technologies used in commercial building construction and retrofit, common barriers and solutions to implementing energy efficiency design, construction and retrofits.?

ADDITIONAL QUALIFICATIONS REQUIREMENTS: Your online resume must demonstrate that you possess the following knowledge, skills, and abilities (KSA/Competencies) (NOTE: Applicants need not to prepare a written responses to theses KSA/competencies, unless asked in the online application.)

1.?Knowledge of commercial real estate, including basic understanding of ownership structures, lease types and financing structures for major market sectors.

2.?Knowledge of current state of energy efficiency and renewable energy technologies as they apply to commercial real estate.

3.?Knowledge of energy efficiency market and/or technology barriers (and strategies to overcome them) faced by major commercial building market segments, including but not limited to commercial real estate, corporate real estate, retail, supermarkets and grocery stores, healthcare, higher education, hospitality, state & municipal, utility and efficiency program sponsor, and efficiency service providers.

4. Knowledge of?energy management programs and strategies for commercial buildings (Including principals set forth in ISO 50001 and Energy Star's energy management strategy recommendations).

5. Knowledge of?market transformation programs, regulatory interventions, public-private partnerships and market products that finance energy efficiency upgrades in commercial buildings.

Although a degree is not required, your educational background will be strongly considered in the evaluation of your overall qualifications for this position. EDUCATION FROM FOREIGN INSTITUTIONS: Education completed in foreign colleges or universities may by used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. A Preliminary background check must be completed before a new employee can begin work with the U.S. Department of Energy. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check.
