How do I keep my fish tank water clear? | Pets All Day

I have a 20 gallon freshwater fish tank i have 2 fish and a plant live. I do water changes every three weeks, But a day after i do it my water turns a brownish color and back to its very ugly. I want it to be very close to clear. Any suggestion gold gourami and a rainbow shark tank had for 6 months
